Welcome to the Planning Department
Riverside County, like a quilt, is a composite of differing lifestyles connected together through common strands. The County's General Plan is designed to ensure that the quilt retains its core identity by guiding future growth that respects the diversity of the region, shapes and configures development in relation to the land it occupies and ensures that its various parts relate to its whole.

NEW HOURS OF OPERATION
Beginning July 1, 2010, EPD and RCHCA customer service hours will be:
7:30 – 5:30 Monday through Thursday
Effective the week of August 9, 2010, the Environmental Programs Department will be merging with the Planning Department. Environmental Programs will become a division of the newly merged department. Our websites will also be consolidated into one bigger and better website for all your informational needs.

WINE COUNTRY VISION 2020
PROJECTS WITHIN THE WHITEWATER RIVER WATERSHED
EFFECTIVE: JUNE 15, 2009
The County of Riverside Planning Department will begin requiring certain projects* submitted for discretionary approval within the Whitewater River Watershed to submit a project-specific Water Quality Management Plan (WQMP) for review and approval. The Whitewater River Region encompasses the Coachella Valley and the eastern portion of the Banning Pass.

HEALTHY COMMUNITIES ELEMENT
As part of the 2008 General Plan 5-Year Review and Update Project, Riverside County is proposing a new optional Element to its General Plan, the Healthy Communities Element.
The County Planning Department has partnered with the Department of Public Health to develop this welcomed addition to the Riverside County General Plan. The Healthy Communities Element will provide a framework for translating the General Plan vision for a healthy Riverside County into reality. The Draft Healthy Communities Element of the General Plan can be found on the Riverside County Public Health’s webpage at: http://www.rivcoph.org/Draft_HCE.html
VISTA SANTA ROSA LAND USE CONCEPT PLAN
On June 17, 2008, the Riverside County Board of Supervisors approved the proposed Vista Santa Rosa Land Use Concept Plan for inclusion in the County's 2008-09 General Plan update proposal, and to provide guidance for development proposals in Vista Santa Rosa, prior to the adoption of the GP update, expected to occur in December 2009. The VSR plan will be included in the General Plan update Environmental Impact Report and public hearings before the Planning Commission and Board of Supervisors, all expected to occur during 2009, thereby providing opportunities for public review and input, prior to its adoption with the GP update. 2010 GRANT APPLICATION FOR OHV

Last night, Riverside County TLMA/Planning Department and Park and Open Space District staffs held a community meeting at Idyllwild Town Hall for the purpose of discussing with the Idyllwild community - and getting the attending public’s feedback regarding - a proposed revision to Riverside County Ordinance 578, which sets forth rules for the establishment and administration of historic preservation districts in the unincorporated area of the County. Updating Ordinance 578 is necessary prior to the establishment of a historic preservation district in the core commercial area of Idyllwild.
Many questions and comments were put forth by the members of the public in attendance. For members of the Idyllwild public who were not able to attend last night’s meeting, and other members of the public interested in historic preservation in Idyllwild or anywhere in the unincorporated area of Riverside County, we are providing an additional three weeks, until August 24, 2010, for you to ask questions, or provide comments and suggestions, prior to our preparation of the next draft of the revision to Ordinance 578. For your reference, you may click here to view the proposed revised ordinance. If you wish to ask questions or comment about the proposed revised ordinance, please contact Mr. Keith Herron, Chief Preservation Officer, Riverside County Park and Open Space District, at (951) 955-4558 or kherron@co.riverside.ca.us no later than August 24, 2010.
After the August 24th comment deadline on the attached draft of the ordinance, a second draft of the proposed ordinance revision will be prepared by County staff. That draft will be presented to the Riverside County Board of Supervisors, at a public meeting, for the Board to consider adopting. You will have another opportunity at that time to address the Board either through written or oral comments, prior any action by the Board to adopt or nor adopt the proposed revised Ordinance 578. At this time, we anticipate presenting the revised ordinance to the Board about 4 to 6 weeks following the August 24th current draft comment cutoff date.
