Welcome to the Planning Department
Riverside County, like a quilt, is a composite of differing lifestyles connected together through common strands. The County's General Plan is designed to ensure that the quilt retains its core identity by guiding future growth that respects the diversity of the region, shapes and configures development in relation to the land it occupies and ensures that its various parts relate to its whole.
It is the goal of the Planning Department to provide timely, responsive and helpful service to all members of the public and promote innovative development that effectively accommodates a balance of housing, employment, and service opportunities.

PROJECTS WITHIN THE WHITEWATER RIVER WATERSHED
EFFECTIVE: JUNE 15, 2009
The County of Riverside Planning Department will begin requiring certain projects* submitted for discretionary approval within the Whitewater River Watershed to submit a project-specific Water Quality Management Plan (WQMP) for review and approval. The Whitewater River Region encompasses the Coachella Valley and the eastern portion of the Banning Pass.

HEALTHY COMMUNITIES ELEMENT
As part of the 2008 General Plan 5-Year Review and Update Project, Riverside County is proposing a new optional Element to its General Plan, the Healthy Communities Element.
The County Planning Department has partnered with the Department of Public Health to develop this welcomed addition to the Riverside County General Plan. The Healthy Communities Element will provide a framework for translating the General Plan vision for a healthy Riverside County into reality. A community meeting was held at the Idyllwild Nature Center on April 15, 2009 to kick-off the Idyllwild historic Resources Survey. The staff of LSA Associates, Inc., a consultant firm hired by the County of Riverside, was introduced at that meeting. Over the next few months, LSA staff will be reviewing information about the history of Idyllwild, and assessing (including photographing) the historic aspects and context of the buildings in Idyllwild's core, defined for purposes of the survey as from where Highway 243 enters Idyllwild on the west (Hemet entry), through the main village commercial area (the vicinity of Hwy. 243 and North Circle Drive), and from there, along North Circle Drive to Fern Valley. For a map of the primary survey area (occasionally, buildings near the primary survey area may also be assessed) and a copy of the letter that will be handed out by LSA staff to citizens that thay meet in Idyllwild while conducting the survey, please click here." After the initial survey work has been mostly completed, expected around mid to late July 2009, another community meeting will be held to inform Idyllwild businesses and residents about the preliminary results of the survey. VISTA SANTA ROSA LAND USE CONCEPT PLAN
On June 17, 2008, the Riverside County Board of Supervisors approved the proposed Vista Santa Rosa Land Use Concept Plan for inclusion in the County's 2008-09 General Plan update proposal, and to provide guidance for development proposals in Vista Santa Rosa, prior to the adoption of the GP update, expected to occur in December 2009. The VSR plan will be included in the General Plan update Environmental Impact Report and public hearings before the Planning Commission and Board of Supervisors, all expected to occur during 2009, thereby providing opportunities for public review and input, prior to its adoption with the GP update.
