REQUEST: The Environmental Impact Report pursuant to Sections 15060 and 15081 of the California Environmental Quality Act (CEQA) Guidelines, the County of Riverside has conducted an initial study (see attached) and has concluded that implementation of the proposed Project could have a direct or indirect impact on the environment. Accordingly, the County has determined that preparation and evaluation of an environmental impact report (EIR) for the Project is warranted. REQUEST: The Environmental Impact Report pursuant to Sections 15060 and 15081 of the California Environmental Quality Act (CEQA) Guidelines, the County of Riverside has conducted an initial study (see attached) and has concluded that implementation of the proposed Project could have a direct or indirect impact on the environment. Accordingly, the County has determined that preparation and evaluation of an environmental impact report (EIR) for the Project is warranted. The Specific Plan Amendment seeks to modify adopted Specific Plan No. 243 by: a) adding 23.0 acres of land; b) correcting the total Specific Plan acreage based on property surveys and assessor parcel records; c) eliminating the commercial and low density residential land use designations; d) redistributing the residential, recreational, public facility, and open space land uses within the Specific Plan Amendment area into a more contemporary land use arrangement. The project site is located on 821.8 acres. The General Plan Amendment proposes to amend the existing Riverside County General Plan Land Use Designation to include additional area (23.0 gross acres) that was not included within the original Specific Plan No. 243, and to accommodate changes in land use in existing planning areas. The Change of Zone proposes to define planning area boundaries and modify the Specific Plan Zoning Ordinance text to accommodate land added to the Specific Plan area and changes to zoning and design standards in existing planning areas. Tentative Tract Map No. 35418 is a schedule A subdivision of 113.4 acres into 424 dwelling units, as well as related streets and infrastructure. The project also includes a 17.3-acre school site, approximately 5 acres of open space - landscaped areas, 33.3 acres of open space - recreation and 38.8 acres of open space - conservation. Tentative Tract Map No. 35419 is a schedule A subdivision of 85.7 acres into 690 dwelling units, as well as related streets and infrastructure. The project also includes approximately 4.0 acres of open space - landscaped areas, 11.2 acres of open space - recreation and 31.5 acres of open space - conservation. Tentative Tract Map No. 35421 is a schedule A subdivision of 52.0 acres for 319 dwelling units, as well as related streets and infrastructure. The project also includes approximately 1.6 acres of 5.3 acres of open space -landscaped areas, 1.6 acres of open space - recreation and 372.9 acres of open space - conservation, 12.7 acres of Light Industrial development.
