3.1 SPECIFIC PLAN NO. 213, AMENDMENT NO. 3 - EIR 404 - Sage Community Group/Lohr & Associates - Murrieta Hot Springs Zoning Area - Third Supervisorial District - Located east of Winchester Road, north and south of Murrieta Hot Springs Road and Townview Avenue - 168 Acres - REQUEST: Specific Plan No. 213 will change the land use designations of Planning Areas 6, 7, 8 from Business Park to a combination of Medium Density Residential, Neighborhood Park and Open Space. The amendment will convert Planning Areas 6, 7, 8 from Business Park to Medium Density Residential permitting a maximum of 489 Dwelling Units (2 to 5 Du/Ac). It will also create a Neighborhood Park consisting of 4 acres (Renumbered PA 5). The Amendment will increase Natural Open Space within a portion of PA 25 (+10 acres) and PA 26 (+23 acres).

Associates - Murrieta Hot Springs Zoning Area - Third Supervisorial District - Located east of Winchester Road, north and south of Murrieta Hot Springs Road and Townview Avenue - 168 Acres - REQUEST: Change of Zone No. 6345 is a proposal to change the SP zoning text for Planning Areas 5, 6, 7, and 8. This rezoning proposal will also change the land use designations of Planning Areas 6, 7, and 8, including boundary adjustments for Planning Areas 4, 5, 25, and 26 of Specific Plan No. 213. The proposed changes to the aforementioned Planning Areas land use designations will be from Business Park to Medium Density Residential (PA 6, 7, 8), Neighborhood Park (PA 5), and Open Space (PA 25 portion, 26). 3.4 PUBLIC USE PERMIT NO. 759, REVISED NO. 1 - EA 37676 - Sakyamuni Buddhist Meditation Association - Lake Mathews Zoning District - First Supervisorial District - 2.270 net acres, north side of Winters Lane, west of Mockingbird Canyon Rd - REQUEST; Add three detached 8 foot by 12 foot meditation rooms; one 15 foot octagonal gazebo; one 30 foot octagonal gazebo for statuary; one 8 foot by 12 foot detached restroom and one pedestrian bridge for access from an existing Buddhist temple.
