GENERAL PLAN AMENDMENT NO. 00716 - ENVIRONMENTAL ASSESSMENT NO. 39758 - Riverside County Initiative - All Supervisorial Districts - Eastern Coachella Valley, Elsinore, Harvest Valley/Winchester, Jurupa, Lake Mathews/Woodcrest, Mead Valley, The Pass, Reche Canyon/Badlands, REMAP, San Jacinto Valley, Southwest, Temescal Canyon, and Western Coachella Valley Area Plans. REQUEST: (1) Amend the Temescal Canyon Area Plan by amending the boundaries of the East Temescal Hillside Policy Area so as to exclude the 80-acre property in the northwesterly corner thereof, identified as Assessor’s Parcel Number (APN) 283-210-001. (2) Amend the Land Use Element by establishing a new overlay designation, Closed Landfill Overlay, and adding a definition. (3) Amend the land use designations of various properties. GENERAL PLAN AMENDMENT NO. 00717 - ENVIRONMENTAL ASSESSMENT NO. 39759 - Riverside County Initiative - Site designation changes in the San Jacinto Valley, Southwest Area, and Temescal Canyon Area Plans; addition of a policy area in the Southwest Area Plan; amendment of policies in the Sun City/Menifee Valley Area Plan; and addition of a Countywide policy - Second and Third Supervisorial Districts, and Countywide policy change - Location: 4 individual sites and one policy area in the Southwest Area Plan, 2 individual sites in the San Jacinto Valley Area Plan, and one site in the Temescal Canyon Area Plan. REQUEST: (1) Amend the land use designations of various properties in the San Jacinto Valley, Southwest Area, and Temescal Canyon Area Plans as described below. (2) On a Countywide basis, amend the text of the Administration Chapter/Element so as to permit amendments from any of the three residential land use designations in the Rural Community Foundation Component (Low Density Residential [LDR-RC], Very Low Density Residential [VLDR-RC], and Estate Density Residential [EDR-RC]) to the non-residential (Commercial Retail, Commercial Tourist, Business Park, Light Industrial, Heavy Industrial, and Public Facilities) designations of the Community Development Foundation Component (but not to any of the residential designations of the Community Development Foundation Component) without being subject to the five-year limitation on frequency of amendments from one foundation category to another, and amend the text of the Land Use Element as necessary to recognize this policy revision. (3) In the Southwest Area Plan, amend the Southwest Area Plan Land Use Map by adding a Medical/Educational Campus Option Policy Area easterly of DePortola Road and southerly of East Benton Road and amend the text of the Area Plan by adding a general description and a land use policy allowing for the potential development of a medical/educational campus, which may include housing units or dormitories incidental to the educational use. (4) Amend the text of the Sun City/Menifee Valley Area Plan (and the text of the Land Use Element, where applicable) by adding policies relating to buffers between residential development at densities greater than two dwelling units per acre and residential development at densities less than or equal to two dwelling units per acre and buffers between residential and commercial/industrial development, policies prohibiting off-site advertising signs (billboards) within 660 feet of scenic highways as depicted in the Plan document, and other policies relating to development in scenic corridors. SPECIFIC PLAN NO. 00330 - EIR 448 - Springbrook Investments - Highgrove Zoning Area - Fifth Supervisorial District - Located south of Center Street, East of Gage Canal, and North of Pigeon Pass Road. REQUEST: Specific Plan 00330 is a specific plan of land use on 184.5 acres that proposes approximately 650 dwelling units in medium-high density residential neighborhoods. The plan also includes 1 Regional Park, 2 pocket parks, and open space areas with community trails throughout totaling approximately 50.25 acres.

CHANGE OF ZONE NO. 06702 - EIR 448 - Springbrook Investments - Highgrove Zoning Area - Fifth Supervisorial District - Located south of Center Street, East of Gage Canal, and North of Pigeon Pass Road. REQUEST: Proposes to change the zoning classifications of the subject property from R-1-20,000 (One Family Dwelling 20,000 square foot minimum lot size), R-A-20,000 (Residential Agriculture 20,000 square foot minimum lot size) and A-1-10 (Light Agriculture 10 acre minimum) to SP (Specific Plan).
