PROTECTED PEAKS AND RIDGES AND HILLSIDE GRADING
ORDINANCE - CEQA Exempt - Countywide - All Supervisorial
Districts. The proposed Protected Peaks and Ridges and Hillside
Grading Ordinance will establish criteria for hillside development
within designated areas of Riverside County. The purpose of this
Ordinance is the protection of unique ridgelines and peaks, significant
view sheds, and natural features such as topography, natural drainage,
vegetation, wildlife habitats, movement corridors, etc.; establishing
criteria for development that is compatible with the natural characteristics
of hillside terrain, steepness of slope and significant landforms;
reducing the physical and visual impact of hillside development
by encouraging innovative site and architectural design, minimizing
grading, and requiring restoration of graded areas; ensuring that
new development does not dominate the natural landscape, but rather
visually blends and achieves harmony between natural and built environment;
and limiting the disturbance of existing drainage patterns and reducing
soil erosion caused by development alteration of hillside terrain.
