SCOPING SESSION
GENERAL PLAN AMENDMENT NO. 712 / CHANGE OF ZONE NO. 7027 / TENTATIVE TRACT
MAP NO. 32693 / TENTATIVE TRACT MAP NO. 32694 are applications
submitted by Michael LaMelza for a General Plan Amendment to amend the
RCIP Eastern Coachella Valley Area Plan designation from "Agricultural"
to "Medium Density Residential" (2-5 DU/A), Change of Zone from
W-2 and A-1-10 to R-1, R-4 and R-5, and Tentative Tract Map to divide
156 acres into 269 residential lots, and divide 380 acres into 851 residential
lots. The project site is located in unincorporated Riverside County,
south of the City of Coachella in the Vista Santa Rosa Community, southerly
of Avenue 62, westerly of Harrison Street, in portions of Sections 1 &
6, Township 7 South, Range 7 & 8 East, SBBM, Access is taken via Avenue
62 and Harrison Street. Prior to any approval of the project, an EIR shall
be prepared pursuant to CEQA and the State EIR Guidelines addressing,
at a minimum, Aesthetics, Air Quality, Biological Resources, Cultural
Resources, Hydrology/Water Quality, Geology/Soils, Hazards & Hazardous
Materials, Land Use/Planning, Noise, Public Services, Transportation/Traffic,
Utilities/Service Systems, and Mandatory CEQA Topics. (Legislative) Project

Amend the Riverside County Housing Element, as adopted by the Board of
Supervisors in December 2001, in accordance with and incorporating revisions
approved by the State of California Department of Housing and Community
Development (HCD) on September 21, 2004. The amendment is not a new Housing
Element, but simply an amendment to formally include additional and/or
revised information not included in the original edition adopted in 2001.
