WORKSHOP:Workshop for County Development Manual and Amendment to Ordinance No. 460

PROJECT REQUEST: The TLMA-Planning Department has created a Draft County Development Manual that is intended to establish a document that will be usable by both County staff and the public involved in the processing of development applications within the unincorporated areas of Riverside County. The Manual is intended to provide a single comprehensive source of information for the public or staff to obtain the requirements and standards, as well as systematic directions for the processing of various types of development applications. The Manual is designed to function as both a hard-copy document, as well as an on-line document, that will provide the reader with links to other applicable regulating documents that may affect the development review process.

Because much of the information needed for the Development Manual currently resides within County Ordinance No. 460, it is necessary to amend the Ordinance to remove the appropriate language, procedures, terms, and definitions and insert them into the Manual. This will provide for a more streamlined ordinance, that will contain the information required within a subdivision ordinance, and then allow the procedural details and development standards to be placed within a Manual that can be formatted in a user-friendly manner that can be updated more readily.
