5.1

SCOPING SESSION FOR SURFACE MINING PERMIT NO. 213, EA 40147, EIR 475 - Granite Construction Company - Rancho California Zoning District - Southwest Area Plan - First Supervisorial District - Located north of the San Diego County line, east of Rainbow Glen Road and west of Interstate 15 - 311 acres - Rural Residential (R-R) Zoning

REQUEST: Project proposes a 311-acre surface mine to be called the Liberty Quarry. The quarry footprint will cover 155 acres with an additional 6-8 acres for roadways. Aggregate, asphalt, concrete batch and recycle plants will be constructed within the quarry area. Approximately 70 acres will remain undisturbed on the west side of the site and approximately 80 acres will remain undisturbed on the northeast and southeast boundaries to maintain the existing ridges to block views of the project. A 50-foot setback will be established along all property boundaries.
