PROPOSAL: Amend the Riverside County General Plan to add the I-215 Policy Area together with a companion policy indicating that Major Arterial Roads within the I-215 Policy Area must be constructed and completed concurrent with the construction of dwelling units creating the demand for such Major Arterial Roads. The policy further requires that all land use applications approved by the County within the I-215 Policy Area contain a condition that building permits not be issued until the subject property is part of an appropriately formed and fully funded financing mechanism to build the components of the Major Arterial Roads which are needed to mitigate the traffic impacts of the project, unless the County otherwise funds and constructs the required improvements using money from other sources.

EDA PRESENTATION FOR SUN CITY / QUAIL VALLEY AND LAKEVIEW / NUEVO REDEVELOPMENT: Sun City/Quail Valley:
The Redevelopment Agency for the County of Riverside is proposing to amend the I-215 Corridor Redevelopment Project to add portions of Quail Valley and Sun City. On April 19, 2005, the Board of Supervisors established a redevelopment "study area" and directed the Planning Commission for the County of Riverside to select boundaries of the Amendment Area from within the study area, and to formulate a Preliminary Plan for the redevelopment of the selected area. Staff recommends that the boundaries represented on the map inside the Preliminary Plan be selected as the Amendment Area, and requests the approval of the Preliminary Plan by considering the following resolution: A resolution of the Planning Commission for the County of Riverside selecting and designating the boundaries of an Amendment Area for the I-215 Corridor Redevelopment Project, Amendment No. 1 - Sun City/Quail Valley; and approving and adopting a Preliminary Plan formulated for the redevelopment of said area.

RURAL MOUNTAINOUS ZONE ORDINANCE - CEQA Exempt - Countywide - All Supervisorial Districts
REQUEST: The proposed Rural Mountainous Zone (previously listed as Hillside Development Zone) Ordinance will establish criteria for development within areas designated as Rural Mountainous within the Riverside County General Plan. The purpose of this Ordinance is the protection of unique natural features including, but not limited to, peaks, mountains, hills, ridge lines, and plateaus; establishing criteria for development that is compatible with hillside terrain, steepness of slope and significant landforms; reducing the physical and visual impact of hillside development by encouraging innovative site and architectural design, minimizing grading, and requiring restoration of graded areas; and ensuring that new development does not dominate the natural landscape, but rather visually blends and achieves harmony between natural and built environment.

PROPOSAL: Amend the Riverside County General Plan, as adopted by the Board of Supervisors in October 2003, to allow off highway vehicle usage within the county. The amendment is processed concurrently with the Zoning Ordinance Amendment (348.4213) to add Article XIXf that regulates the usage of off highway vehicles, Revocation of Riverside County Ordinance No. 529, and approval and adoption of;
ORDINANCE NO. 847 - CEQA Exempt - Countywide - ALL Supervisorial Districts - ALL Zoning Districts and Zoning Areas
PROPOSAL: Approve and adopt County Ordinance 847, Noise Ordinance, which provides definitions; exemptions; methodologies; time, place, and manner restrictions; exceptions; and enforcement penalties for noise regulation in County unincorporated areas.
