SCOPING SESSION for SPECIFIC PLAN NO. 343 / GENERAL PLAN AMENDMENT NO. 707 / CHANGE OF ZONE NO. 7002 / ENVIRONMENTAL IMPACT REPORT NO. 470 - Stantec, Inc. - Western Coachella Valley Area Plan - Fourth Supervisorial District - Located north of I-10 and Varner Road, east of Cook Street, and west of Washington Street - 455.75 acres - 970 residential lots, 2 million sq ft of commercial/office space and 350-room hotel - SP00343 - North Star Commerce Center and Golf Club Specific Plan.

SPECIFIC PLAN NO. 343 proposes 455.75 gross acres of multi-phased development. The proposed development includes a 245.9-acre resort golf course and associated Clubhouse and other amenities; 970 residential units on 45.7 acre; a 350-room golf resort hotel; a 69.6-acre research and development (R&D) park containing 1,200,000 SF, 750,000 SF of office/commercial space on 72.2 acres; and, parking, landscaping and utility improvements.

GENERAL PLAN AMENDMENT NO. 707 proposes to change the designation on the property from that specified within Specific Plan 151, Amendment No. 2, to the use designations included within Specific Plan 343.

CHANGE OF ZONE NO. 7002 proposes to change the text of the zoning ordinance contained within Specific Plan 151, Amendment No. 2, to a new zoning ordinance contained within Specific Plan No. 343.

ENVIRONMENTAL IMPACT REPORT NO. 470: The Subsequent Environmental Impact Report (SEIR) will address the proposed North Star Specific Plan (SP343) and concurrent cases (GPA00707 and CZ07002).

The Scoping Session is not a public hearing on the merits of the proposed project and NO DECISION on the project will be made. Public testimony is limited to identifying issues regarding the project and potential environmental impacts.

Location: Mackenzie Residence, 11944 Cecil Drive, Whitewater, CA 92282

Purpose: View Whitewater Canyon wind energy development locations and observe relationship to existing residential community and other land uses and natural resources of the area.
