REQUEST: Tentative Tract Map No. 33675 is a Schedule A proposal to subdivide 50.8 acres into 188 residential lots (with mixed lot sizes of 6,000 to 7,200 square feet net) and two (2) open space parcels for recreation. General Plan Amendment No. 750 proposes to change the land use designation for the project site from Low Density Residential to Medium Density Residential. Riverside County Draft Land Use Code (Ordinance No. 348)

The proposal is to consider Phase I of the draft Land Use Code (Chapters 17.04-17.40), together with a draft Development Manual and a proposed Amendment to County Ordinance No. 460 (Regulating the Division of Land of the County of Riverside). The draft Land Use Code consists of thirty-one proposed zoning classifications established with a direct relationship to the General Plan Foundation components. The new code is organized around a simplified outline format and will consolidate the multiplicity of County permits into three types of permits based upon the approval body and whether noticing or a hearing is required. These will be identified as a Level 1, Level II, or Level III permit.

Riverside County Development Manual and Amendment to Riverside County Ordinance No. 460

The draft Development Manual is intended to provide a single comprehensive source of information for the public or staff to obtain systematic directions for the processing of various types of subdivisions or other processes regulated by the State Subdivision Map Act, within the unincorporated areas of Riverside County. A good deal of the information being placed into the Development Manual currently resides within County Ordinance No. 460, therefore it is necessary to amend that ordinance to remove such language, procedures, terms, and definitions and insert them into the Manual. The Ordinance is also being amended for consistency with the County's General Plan.

SPECIFIC PLAN NO. 334 / GENERAL PLAN AMENDMENT NO. 744 / CHANGE OF ZONE NO. 6862 - EIR 463 - Bluestone Communities - Third Supervisorial District - Sun City / Menifee Valley Area Plan - Antelope Valley Zoning Area - Located north of Scott Road, south of Garbani Road, west of Haleblian Rd. and east of Antelope Road - 158.67 acres - 935 lots - Specific Plan (SP) Zoning - SP: Cantalena (334) - APN(s): 372-100-002 and 372-100-004

REQUEST: Specific Plan No. 334 proposes to develop 158.7 acres which includes a total of 10 planning areas with land uses of medium density, medium high, high density, and very high density residential which have an overall total of 935 residential units. In addition, the proposed specific plan will include a 12-acre school, 14.6-acre park, and 11-acres dedicated for drainage paseos, trails and landscaping. The remaining 18.6 will be for dedicated streets/infrastructure right of way. The overall net density based on 71.6 acres dedicated for residential uses is 13.1 DU/AC. General Plan Amendment No. 744 proposes to remove approximately ¼ mile of Wickerd Road from the General Plan within the Specific Plan boundaries (western boundary to Haleblian Road). Change of Zone No. 6862 proposes the inclusion of the specific plan zoning text, which will provide the appropriate zoning designation for each planning area within the specific plan.

GENERAL PLAN AND ZONING ORDINANCE AMENDMENTS FOR CITRUS VINEYARD POLICY AREA GENERAL PLAN AMENDMENT NO. 760 and ZONING ORDINANCE AMENDMENT NO. 348.4321 - Environmental Assessment (EA) No. 40322 - Southwest Area Plan - Citrus/Vineyard Policy Area - Third Supervisorial District - All Foundation Components within Citrus/Vineyard Policy Area boundary - All Zoning Designations within Citrus/Vineyard Policy Area boundary

PROPOSAL: Amend the Riverside County General Plan and Zoning Ordinance 348, to allow the current density yield of 1 dwelling unit per 5 acres with clustering option, and otherwise, allow a density yield of 1 dwelling unit per 10 acres. The amendment is processed concurrently with an Environmental Assessment which determined that the proposed project could not have a significant effect on the environment.
