Adoption of Resolutions regarding Draft Redevelopment Plans for the Mid-County Redevelopment Project Area (MCPA) Amendment No. 2, and the Desert Communities Redevelopment Project Area (DCPA) Amendment No. 2 - Applicant: The Redevelopment Agency for the County of Riverside
REQUEST: That the Planning Commission adopt: 1) Adopt Resolution Number 2008-03 finding the proposed redevelopment plan for the Mid-County Redevelopment Project, Amendment No. 2 - Cherry Valley, Garnet, and West Garnet Sub-Areas is in conformance with the Riverside County General Plan; recommending the boundaries of the Cherry Valley, Garnet, and West Garnet Sub-Areas be changed; and recommending the redevelopment plan for the Mid-County Redevelopment Project, Amendment No. 2 - Cherry Valley, Garnet, and West Garnet Sub-Areas be approved by the Riverside County Board of Supervisors; and 2) Adopt Resolution Number 2008-02 finding the proposed redevelopment plan for the Desert Communities Redevelopment Project, Amendment No. 2 - 100 Palms, Oasis, Mecca, and North Shore Sub-Areas is in conformance with the Riverside County General Plan; recommending the boundaries of the 100 Palms, Oasis, Mecca, and North Shore Sub-Areas be changed; and recommending the redevelopment plan for the Desert Communities Redevelopment Project, Amendment No. 2 - 100 Palms, Oasis, Mecca, and North Shore Sub-Areas be approved by the Riverside County Board of Supervisors.

REQUEST: The Specific Plan proposes to develop a mixed-use master planned community on 507.0 acres being called PANORAMA: A COLLEGE TOWN, in recognition of the new College of the Desert (COD) East Valley Campus (EVC), which is planned on 100-acres of the subject property. The development would be comprised of residential, commercial and institutional land uses. The General Plan Amendment proposes to amend the Riverside County General Plan Land Use Element as it applies to the 282.9 acre project site to eliminate the land use designations of Agriculture (AG), and would establish a Specific Plan with the following uses: Community Development: Medium Density Residential (MDR), Medium High Residential (MHDR), High Density Residential (HDR), Very High Density Residential (VHDR), Commercial Retail (CR), Public Facilities (PF) and Open Space: Recreation (OS-REC) designations. The Change of Zone proposes to change the existing zoning from Heavy Agriculture to SP Zone (SP362). The Environmental Impact Report studies the environmental impacts of the proposed project.

REQUEST: The change of zone propses a modification to the zoning classifiacation from One-Family DwelIing (R-1-12,000) to Industiral Park (I-P). The plot plan proposes to construct and operate an equipment sales and service business in a one-story, approximately 13,200 square-foot building at a building height of about 28 feet. The proposed building will have a metal framework with stucco covered metal panels, with decorative elements such as stone veneer, arches and columns; and will be used for warehousing, office, and show-room. The project also includes outdoor sales and display areas for lawn mowers and related equipment screened by landscaping and a combination brick wall-wrought iron fence.
