1st District Planning Commissioner - Charissa Leach

Photograph of 1st District Commissioner Charissa LeachCharissa Leach, a 25 year resident of Western Riverside County, was appointed to the Planning Commission in January, 2013. She is the Executive Vice President and a Principal at Adkan Engineers located in Riverside.

Charissa received her B.S. in Engineering Sciences in 1988 at the University of California at San Diego (UCSD). A registered California Professional Engineer, Charissa has been involved in the development of projects, small & large, throughout Southern California.

Passionate about her community, Charissa has served on the City of Riverside's Cultural Heritage Board, and serves on the Riverside Unified School District's Budget Advisory Committee. She was a Past President of the Arlington Division of the Riverside Chambers of Commerce and currently serves on its Board of Directors. Charissa is a member of the Magnolia Avenue Baptist Church Board of Trustees. She was also a member of the original Steering Committee for Seizing Our Destiny, a community-driven campaign that builds on the City of Riverside's existing strengths to create a plan for an even better place to live.

Charissa, her husband Gary, their three grown children and daughter-in-law, reside in the City of Riverside.

2nd District Planning Commissioner - Ed Sloman

Photograph of 2nd District Commissioner Ed Sloman Appointed to the Riverside County Planning Commission by the Board of Supervisors on January 8, 2013, Ed Sloman brings with him 40 years of industry experience. Ed is a decorated Vietnam Veteran. He is a graduate of Urban Planning from the School of Environmental Design at California State Polytechnic University. His varied experience includes City Planner, Homebuilder, as well as for the past 25 years he has served at KWC Engineers in Corona as Executive Vice President/Principal. His Community service comprises of serving on the City of Upland City Planning Commission, Riverside County Flood Control Zone 2 Commissioner, Member of the RCIP Committee, Oversight Board Chairman to the Successor Agency for the City of Corona and Oversight Vice Chairman to the Successor Agency for Riverside County. He is a Past President of Corona Rotary. He and his wife Kris reside in Corona.

3rd District Planning Commissioner - John Petty

Photograph of 3rd District Commissioner John PettyA long-time resident of the San Jacinto Valley, John Petty earned his undergraduate degree (government and business) from the University of Redlands, and received his juris doctorate (specializing in real estate law) from Loyola Law School in 1984.

Mr. Petty has constructed, brokered, leased, and developed commercial and residential real estate within Riverside County, and extensively in the San Jacinto Valley. These numerous projects have required his involvement in nearly every aspect of the real estate profession including land planning, financing agreements, lease drafting, building and site budgets, and contract administration.

An active participant in many civic affairs, Mr. Petty is a member of the Executive Boards for the San Jacinto Valley Action Group and the Western Center for Archaeology and Paleontology. With an extensive interest in endangered species legislation, Mr. Petty was a principal organizer of City of Hemet's symposium entitled, "Reauthorizing the Endangered Species Act, Can Common Sense Find a Habitat."

Mr. Petty has served ten years as the Planning Commissioner for the Third Supervisorial District of Riverside County.

4th District Planning Commissioner –
Guillermo "Bill" Sanchez

Photograph of 4th District Commissioner Jim PorrasAppointed to the Riverside County Planning Commission by the Board of Supervisors on October 16, 2012, Bill Sanchez brings to the Commission 6 years experience as a Planning Commissioner for the City of Coachella, as well as being a retail development manager within the Coachella Valley. A longtime Coachella Valley resident, he was born in Indio, graduated from Coachella Valley High School and earned a bachelor's degree in business administration from California State University Long Beach. He resides in Indio with his wife and two daughters.
