As a cost saving measure, the County Administrative Center (CAC) and the Transportation Annex in Riverside will be closed on Fridays beginning August 14th, 2009. The Riverside County Transportation Department (County) is seeking technical proposals from prospective qualified professional consulting engineers to provide engineering and environmental services for the replacement of the Mission Boulevard Bridge and the Market Street Bridge over Santa Ana River. County will also retain the services of a consulting engineering firm to assist the County Staff in updating and maintaining the County Wide Bridge Program. The bridge replacement projects entail work necessary to prepare an environmental document to clear the project and secure the pertinent construction permits, preparing a technical report documenting all preliminary engineering work performed in support of the environmental document, providing right of way engineering and utility coordination support, and preparation of the plans, specifications, and the estimates (PS&E) for construction. Engineering services will also include design support during bidding and construction.
The County Wide Bridge Program is primarily a record search of the Bridge Inspection Reports provided by the State to sort and update work recommendations. The prospective consultant will assist the County’s project manager in identifying the eligible work under the Local Assistance Bridge Preventive Maintenance Program, preparation of applications, and securing the funds.
The projects are funded mainly with Federal HBP and State Local Matching funds. Coordination of work will be required with several public and private entities including but not limited to Caltrans, City of Riverside, regulatory agencies, and utility companies. The projects will be developed and all work will be prepared in accordance with the current County, Caltrans and/or other cooperating agency practices, regulations, polices, procedures, manuals, and standards including compliance with Federal Highway Administration requirements.
Technical proposals shall be prepared based on the Replacement of the Mission Boulevard Bridge at Santa Ana River. Six firms shall be shortlisted for interviews. Out of these six firms, County will select three firms to assign a project to each. The shortlisted firms shall submit a cost proposal for the Replacement of the Mission Boulevard Bridge in a sealed envelope at the time of interview. The cost proposal shall include a cost analysis for the entire project and for each phase identified in the scope of services. Cost proposal shall also include a Man-hour Analysis table with job classifications in columns and Tasks in rows. Sample of the formats for the Cost Proposals and Man-hour Analysis are provided for your information and use.
