CONSTRUCTION
• All projects that are greater than 1 acre in soil disturbance must comply with the State General Construction Permit and prepare a Storm Water Pollution Prevention Plan(SWPPP).
Emergency public works projects required to protect public health and safety are not required to prepare a SWPPP, nor are they required to file a NOI.
° File Notice Of Termination(NOT)
• The Riverside County Transportation Department also builds roads on State Highways. These projects are regulated by the Caltrans’ Stormwater permit.
Notice of Intent(NOI)
A Notice of Intent must be completed for projects that disturb more than 1 acre of soil. All NOI’s will be filed by the Construction Inspection Office’s NPDES Coordinator.
Construction activity subject to the General Permit includes clearing, grading, and disturbances to the ground such as stockpiling, or excavation that results in soil disturbances of at least one acre of total land area, which also includes the construction staging area(s). Construction activity does not include routine maintenance to maintain original line and grade, hydraulic capacity, or original purpose of the facility, nor does it include emergency construction activities required to protect public health and safety. Dischargers should confirm with the Transportation NPDES Coordinator whether or not a particular routine maintenance activity is subject to the General Permit.
NOI and SWPPP must be in place prior to starting construction. DO NOT send SWPPPs to the Regional Boards or the State.
Notify the Transportation NPDES Coordinator when a project will be constructed in more than one Region before sending a NOI.
Project Changes: Revised NOIs and SWPPPs are required for changes. An unforeseen increase of total area of construction would require an updated NOI and SWPPP.
A copy of all NOIs must be sent to the Transportation NPDES Coordinator. Send NOIs by certificate of mailing and ensure documentation of mailing is in project file.
