Welcome to TLMA

Image of Desert mountain and roadThe County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department and the Administrative Services Department. In total, TLMA employs more than 800 dedicated public servants who strive to meet the needs of the residents of Riverside County.

City of Menifee Incorporation

As an applicant of any development case type within the boundaries identified within the City of Menifee, you should be aware that as of October 1, 2008, your project may be affected by this change.

In addition, any NEW submittals for Planning Applications or Building Permits shall be submitted directly to the City of Menifee beginning October 1, 2008.

TLMA Administrative Services

The Administrative Services Department of the Transportation and Land Management Agency provides the following services:

  • Administrative Services, including human resources, purchasing and facilities support.
  • Fiscal Services, including administration of deposit-based fee accounts, accounts receivable and accounts payable.
  • GIS & Demographic Services, including mapping, data analysis and statistical analysis from our Geographic Information Services (GIS) and Demographics divisions.
  • Information Technology Services, including web applications, the Land Management System (LMS), as well as all TLMA computers and systems.
  • Management Services, including management of three consolidated land development and permit centers located in Riverside, Murrieta and Indio.
